- an application questionnaire;
- 2 photos 3x4 cm in size (except for children under 5 years old);
- Autobiography;
- a copy of the passport or other identity document (in the absence of this document, a relevant document containing the same information);
- a copy of the birth certificate (if this document is not available, a relevant document containing the same information);
- copies of documents confirming the identity of parents of minor children;
- if the person is a refugee settled in the territory of the Republic of Azerbaijan from January 1, 1988 to January 1, 1992, a copy of the relevant document confirming this (if this document is not available, the relevant document containing the same information);
- in the case of adoption, a copy of the document on the adoption of a foreign child or a stateless child (in the absence of this document, a relevant document containing the same information);
- consent applications for recognition of citizenship of the Republic of Azerbaijan for children aged 14 to 18 in the following cases:
- if both spouses adopting a foreigner or stateless child are citizens of the Republic of Azerbaijan, that child;
- if one of the spouses adopting a foreigner or a stateless child is a citizen of the Republic of Azerbaijan, and the other is a stateless person, that child;
- when the citizenship of the parents changes and as a result, both of them acquire the citizenship of the Republic of Azerbaijan, their child;
- if one of the child's parents is known, when that parent acquires the citizenship of the Republic of Azerbaijan, his child;
- when one of the parents of the child living in the territory of the Republic of Azerbaijan is a citizen of the Republic of Azerbaijan, and the other is a stateless person;
- if a person who does not have documents confirming the citizenship of the Republic of Azerbaijan, or who has reasonable suspicions that he has obtained such documents illegally, was born in the territory of another state (except for a person whose birth is state registered in the Republic of Azerbaijan), or if one of his parents is a citizen of another state, or if that person lived in other states, a copy of the document on non-citizenship of those foreign countries.
Determination of a person's citizenship of the Republic of Azerbaijan is free of charge.
The document is issued within 20 days (the period of consideration of the request is calculated from the day of its entry into "ASAN service" centers). This period can be extended up to 20 days by the reasoned decision of the State Migration Service, and if the period is extended, the requesting party is informed about it by the State Migration Service.
If the request is made by the person's legal representative, the relevant document confirming this right must be attached to the request.
Until October 7, 1998, the period of imprisonment of persons serving a sentence in a penal institution in the Republic of Azerbaijan is considered the period of registration at the place of residence in the Republic of Azerbaijan. In this case, a document issued by the Penitentiary Service of the Ministry of Justice of the Republic of Azerbaijan indicating the term of imprisonment should be attached to the request.
The period of military service of military servicemen in the Republic of Azerbaijan until October 7, 1998, is considered the period of residence registration in the Republic of Azerbaijan. In this case, a document issued by local departments, departments, and units of the State Service for Mobilization and Conscription of the Republic of Azerbaijan indicating the period of military service should be attached to the request.
The residence registration of minors or persons under guardianship who do not have residence registration is accepted as the residence registration of their legal representatives - their parents, adoptive parents, or guardians or guardians, respectively.
Institutions where they live, hostels (for children who have lost their parents and are deprived of parental care), and the place of residence of the guardian (guardian) or the adoptive person are accepted as the residence registration of children who have lost their parents and are deprived of parental care.
This service is provided in all "ASAN service" centers.
