Deputy Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, Ulvi Mehdiyev by his welcome speech delivered information to the audience about the signature of Decree No. 1349 by the President of the Republic of Azerbaijan dated April 28, 2017 on “Improvement measures on monitoring regarding the prevention of informal labor relations in the field of construction” and implementation of the issues arising from this decree.
He mentioned that according to the Decree, the State Agency is responsible for conducting monitoring in the field of prevention of informal labor relations in the field of construction and establishment of Labor Relations Monitoring Center to coordinate the monitoring activities.
Ulvi Mehdiyev noted that the aim of the event is delivery of wide information by the Labor Relations Monitoring Center to the subjects of construction activities, organization of mutual cooperation, provision of information on the activity of Monitoring system. Moreover, to organize the activities for the construction subjects and implementation, also, delivery of information on the user policy of Monitoring system.
Later, Deputy Director of the E-services Development and Social Innovations Department at the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, Fariz Jafarov made a presentation on monitoring center.
Fariz Jafarov mentioned that the core activity of the Monitoring Center is create an electronic registry of physical and legal persons engaged in the field of construction of construction objects and those multi-apartment buildings in order to prevent the informal labor relations in the field of construction, form an analytical identification system that identifies employees, conduct an observation through the cameras installed at construction objects.
According to his words, Monitoring Center while the implementation of its activities, will do a comparative analysis of the reports by the related government agencies from the relevant field and other necessary materials, provide mobile monitoring groups to the construction objects in doubtful occasions and documentation of revealed facts, implement of the sending the documents to the relevant state body for reviewing the imposition of administrative liability or involvement of guilty persons in criminal proceedings issues.
