The initial results of the Labor Relations Monitoring Center were announced

From 19th of September, mobile monitoring at construction companies has been started relating to “Regulation of unofficial labor relations in construction" by the Center for Monitoring of Labor Relations of the State Agency for Citizens Service and Social Innovations under the President of the Republic of Azerbaijan.

Till today, 9 mobile monitoring have been conducted by the Labor Relations Monitoring Center. Mobile Monitoring was held on the regulation of non-official labor relations, which covers 9 contracted contractors, 7 contractors, 14 subcontractors, 30 juridical and physical persons engaged in the construction of multifunctional residential buildings in Baku.

During the inspection period, it has been observed that 170 of 232 checked employees worked under contract, while 62 of them were contactless. In general, 27% of the employees checked during the period were found to be involved in the work (service) without a labor contract or service (civilian) contract.

In order to take appropriate measures, facts revealed as a result of monitoring were addressed to the Ministry of Labor and Social Protection of Population and the Prosecutor General's Office of the Republic of Azerbaijan.

During Mobile Monitoring, brochures on raising awareness for legal entities and individuals engaged in the construction of multi-storied residential buildings, as well as a guide document on the Labor Code, advantages of employment contracts or service (civilian) contracts, fines can be applied, guidebook on town-building and construction code, as well as normative documents relating to inspections in the field of entrepreneurship and other information are introduced on CD discs.

It should be noted that checking unofficial labor relations in the field of construction is implemented in connection with the signing of the Decree of the President of the Republic of Azerbaijan "On measures to strengthen control over the prevention of unofficial labor relations in the field of construction" dated April 28, 2017, No 1349 and execution of the issues arising from this decree.

"Analytical Monitoring System" was created for the establishment of the electronic register of physical and legal entities engaged in the construction of multi-storied residential buildings and those construction objects being constructed by the State Agency and for forming an analytical identification system that identifies employee identification.

Currently, the software of "Analytical Monitoring System" has been developed and integration with information systems of government agencies- Ministry of Emergency Situations, Ministry of Labour and Social Protection of Population, Ministry of Taxes has been completed.

Data relating to construction companies are analyzed by government agencies and in case of any doubts mobile monitoring group of the Center conducts mobile monitoring at construction sites.

Monitoring is being continued and the results will be announced regularly.
