A presentation on “ASAN service” was held in Geneva within the UN Human Rights Council

On June 21, 2017, there was held an event entitled "Innovative Approaches to Promotion of United Nations Sustainable Development, Advanced Governance and Human Rights: Azerbaijan and Kenya" within the UN Human Rights Council's 35th session in Geneva.

At the event organized by the co-organized by the permanent representatives of Azerbaijan and Kenya to international organizations in Geneva and held in the format of an interactive panel discussion, Mr. Azad Jafarli, Head of Office of the State Agency for Public Service and Social Innovation of the Republic of Azerbaijan, Andrew Kihurani, Kenya's permanent representative in Geneva, Saba Kassa, researcher at the Basel Institute of Management, and Mark Halle, Head of the International Institute for Sustainable Development, Mark Halle took a floor as a lecturer.

The event, moderated by Kenya's permanent representative to the Geneva-based international organizations, Stefan Nduncu Kara, was attended by diplomats, permanent representatives of UN member-states in Geneva, international organizations and non-governmental organizations and others.

Talking about the invaluable role of “ASAN service” in the implementation of United Nations Sustainable Development Goals, Azad Jafarli familiarized the participants with the innovation they brought to the public services sector. He noted that “ASAN service” was established as a part of the reforms carried out by the Azerbaijani President in the field of public administration. Noting the principles of transparency, efficiency and accountability in the provision of public services, the head of the Office said that, along with technological innovations, “ASAN service” is an effective mechanism for providing quality services. Should note that the “ASAN service”, which is considered to be the national brand of Azerbaijan, is not only in the capital Baku, but also centers are opened in the regions, including trains and buses equipped with the necessary equipment for the absence of proper centers and efficient service for citizens living in remote areas has been submitted. A. Jafarli said that the United Nations human rights bodies have a potential role in mediating such a positive national experience with other states.

Kenian diplomat Andrew Kihurani informed attendees about his country's "Huduma" service centers. He said that the principle of mainstreaming of these centers was a more efficient delivery of public services to citizens. Recalling his country's "Huduma" service and “ASAN service”'s award in the UN Public Service 2015, E. Kihurani underlined the aspect of respect for human rights in such initiatives based on such political will.

Other speakers also highlighted the usefulness of using the positive experience of “ASAN service” and “Huduma” in the field of advanced governance by other states as well as other countries. Saba Kassa, a representative of the Basel Management Institute, pointed to existing experiences and noted that innovative approaches to good governance had a direct impact on the protection of citizens' rights and increased their credibility to government agencies.

Mark Halle, a Canadian NGO spokesman, said that the UN's Sustainable Development Goals are dedicated to promoting human rights and that 16 of these goals are dedicated to the formation of transparent, responsible and powerful government agencies. He said that positive initiatives such as "ASAN service" and "Huduma" practices serve to achieve these goals.

The participants have greatly appreciated the experience of “ASAN service” of our country and addressed questions about the activity of “ASAN service” to A.Jafarli.

The event was continued with a demonstration and photo exhibition dedicated to the activity of “ASAN service”.
