“International Conference on Public Service Delivery in the Context of Human Rights and Good Governance” has been implemented successfully.

International Conference entitled “Public Service Delivery in the Context of Human Rights and Good Governance” was held on 24-25 September 2014 in Baku. The Conference was organized by the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan within the framework of Azerbaijan’s Chairmanship in the Committee of Ministers of the Council of Europe. International Conference entitled “Public Service Delivery in the Context of Human Rights and Good Governance” was held on 24-25 September 2014 in Baku. The Conference was organized by the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan within the framework of Azerbaijan’s Chairmanship in the Committee of Ministers of the Council of Europe. The purpose of the conference was to discuss about the advanced models of the state service of the member-states of the European Council, taking into the consideration the necessary principles and the role of information technologies and determination of the current problems in regard with the visualization of the state services and future perspectives. The Conference was attended by participants from more than 30 countries, among who are high-level officials and experts more than 50 of “one-stop shop” bodies and similar agencies of the members States of the Council of Europe and other countries, officials of the Secretariat of the Council of Europe and the Organization for Security and Cooperation in Europe, members of the United Nations Committee of Experts on Public Administration, officials of relevant state agencies and Baku-based intergovernmental organizations and representatives of private companies and non-governmental organizations. One of the vital models which turned into the active part of the discussion was “One stop-shop Model” managing the Interaction between Citizens and Public Administration. During the conference were held the discussions on the topics: "Current models of public service delivery; how better to serve human rights;   state service principles; accessibility, transparency and modern technology in the provision of public services; efficiency, sustainability and areas of interests of citizens in the field of public service context. In conclusion, participants evaluated activities of “ASAN Service” as an example Model in Public Service sector and emphasized the importance of sharing its experience with several European states.
