The ASAN Model in the discussions of UN experts

Ulvi Mehdiyev, Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, delivered a speech at the 24th session of the Committee of Experts on Public Administration (CEPA) held at the United Nations Headquarters in New York.

The 24th CEPA session was dedicated to the topic of “Advancing sustainable, inclusive, evidence-based, and scientific governance and institutional approaches to achieve the Sustainable Development Goals”. 

The Chairman of the State Agency stated that Azerbaijan has developed exemplary international practices in the development of public services in recent years. He noted that the “ASAN Service”, established in 2012 at the initiative of President Ilham Aliyev, has quickly been recognized as an innovative management model both in the region and global withing a short period: “ASAN Service is based on citizen-centered management principles, and this model embodies the philosophy of “Leaving no one behind”.

It was noted that today the ASAN model has been exported to more that 30 countries.

In his speech, Ulvi Mehdiyev stated that the Trust Fund, established jointly with the United Nations during COP29m is one of the important initiatives and through this fund, Azerbaijan is ready to provide technical support, training, and recourses to less developed countries, small island developing states, landlocked countries, and other developing nations to help advance their public service development. It was emphasized that this Fund will serve to promote innovation and capacity-building in public administration, strengthen institutional resilience, and become a key instrument in the implementation of the Sustainable Development Goals.

At the event, members of the United Nations Committee of Experts on Public Administration (CEPA) highly praised the activities carries out by the Republic of Azerbaijan in the provision of public services and the achievements of the “ASAN Service”.

At the same time, during the visit, a meeting was held between the Chairman of the State Agency and the United Nations Under-Secretary-General for Economic and Social Affairs. During the meeting, Li Jenhua expressed his pleasure in recalling his visit to our country last November. He highly appreciated the activities carried out by the “ASAN Service” and emphasized his readiness to support other countries in benefiting from this experience.
