By Decree No. 1418 of the President of the Republic of Azerbaijan dated 24.05.2017, the Regulation on the "Affordable housing" system was approved.
According to Decree No. 1113 of the head of the country dated 16.11.2016 on “Some issues related to the activities of the State Agency for Housing Construction under the President of the Republic of Azerbaijan,” the “affordable housing” system was established on the “Electronic Government” portal
( www.e-gov.az).
The "Affordable housing" electronic system ensures real-time, unified and public registration of applications of the citizens entitled to obtain the apartments which are at the disposal of the State Agency for Housing Construction under the President of the Republic of Azerbaijan with a discount, as well as the creation of an electronic cabinet.
The registration of applications from the citizens entitled to obtain apartments at the disposal of the agency with a discount will start from 30.05.2017. You can get acquainted with the detailed instructions on using the system, as well as the categories of persons entitled to affordable housing, and the list of documents to be submitted for each category through “AFFORDABLE HOUSING SYSTEM’ link on the homepage of www.mida.gov.az or www.mida.az websites.
The application for affordable housing will be possible through an advanced electronic signature. Application to the "Affordable Housing" system on the "Electronic Government" portal with an advanced electronic signature ensures the protection of citizens' personal data and the accurate and safe implementation of transactions through the portal.
Citizens can obtain Electronic Signature or ASAN Signature from the Data Computing Center under the Ministry of Transport, Communications and High Technologies or “ASAN service” centers, respectively.
The reception of the applications will also be organized at the relevant “ASAN service” centers with the purpose to ensure the convenience of citizens, to answer questions related to the use of the "Affordable housing" electronic system, as well as to provide assistance in creating an electronic cabinet by registering the application.
A person entitled to affordable housing will receive a notification on establishment of the personal cabinet in the “Affordable house” electronic system after reception of his documents and confirmation belonging to the relevant category within 5 working days at "ASAN Kommunal" No. 1, "ASAN Service" centers No. 3 and 5 located in Baku, as well as Sumgait and Ganja regional "ASAN Service" centers. The citizen received a notification will be able to use the system and his electronic cabinet through Electronic Signature or ASAN Signature.
The creation of a personal electronic cabinet confirms the right of a citizen to buy an affordable apartment and is valid until he (she) buys an apartment. A family or a person who has the right to get apartments with a discount can use this right only once.
The citizens who have an electronic cabinet in the "Affordable housing" system will have equal rights in choosing apartments, regardless of the registration date and serial number.
