Presentation ceremony on "Labor relations in construction industry"
On February 28, 2018 a presentation ceremony on "Labor relations in the construction sector" was organized by the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan.
Fariz Jafarov, Acting Director of the Monitoring Center for Labor Relations at the State Agency for Public Service & Social Innovations, talked about the Decree of the President of the Republic of Azerbaijan "On measures to strengthen control over the prevention of unofficial labor relations in the field of construction" dated April 28, 2017, No 1349 and execution of the issues arising from this decree. He noted that in order to check unofficial labor relations in the field of construction, Labor Relations Monitoring Center starting from September, 2017 up to date implemented 43 mobile monitoring services in erecting multi-storied residential buildings.
According to him, signing of labor contract demonstrated positive dynamics during the past period. Thus, since 10 months of the signing of the Decree, 33000 contracts, signed by legal and physical persons engaged in the construction of multi-storied residential buildings, have been registered in the electronic information system for labor contracts. Besides, it was noted that some deficiencies had been observed, and in order to implement administrative liability measures and consider the issues of prosecution of the perpetrators, the documents had been sent to the relevant state bodies for reporting the revealed facts.
Later, discussions on the order issued by the President of the Republic of Azerbaijan - Ilham Aliyev on “approving Action Plan on prevention of informal employment in the Republic of Azerbaijan” dated October 9, 2017, No 3287, and on the work done on the implementation of the issues arising out of this order were held.
It was also mentioned that meeting of such format was first held in June 20, 2017 with the participation of entrepreneurs. The main purpose of this event has been to organize advocacy against informal employment. Also, the Labor Relations Monitoring Center focuses on the provision of comprehensive information to the subjects of construction activities, the organization of mutual cooperation, and the provision of information about the activities of monitoring system.
Then, Fariz Jafarov presented the new website of the center and talked about the opportunities it creates for the company and its employees. Recommendations on the elimination of the shortcomings in the activities of construction companies were presented during the monitoring.
