Libya expresses interest in implementing the “ASAN Service” model
From November 24 to 27, 2025, a delegation led by Mohamed Abdusalam, Advisor to the Prime Minister of the State of Libya, visited our country to study the “ASAN Service” experience.
Ulvi Mehdiyev, Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, provided guests with a detailed briefing on “ASAN Service” centers, established on the initiative of President Ilham Aliyev, as well as innovative solutions applied in public service delivery. During the presentation, it was highlighted that this intellectual brand of Azerbaijan is currently exported to over 30 countries.
Various structural units of the State Agency delivered comprehensive presentations to the delegation on areas such as public service design, data-driven decision-making mechanisms, service monitoring and evaluation, human resources management, and volunteer activities, followed by discussions on relevant topics.
To acquaint the guests with the services provided to the population in the regions, a visit to the Shamakhi “ASAN Həyat” complex was also organized.
Furthermore, the visitors thoroughly familiarized themselves with the operations of several “ASAN Service” centers in Baku, the “INNOLAND” Incubation and Acceleration Center, the “Bilim Bakı” center, the Mobile “ASAN Service”, the 108 Call Center, and ASAN TV/Radio.
Libyan officials noted that the “ASAN Service” model made a deep impression on them and expressed interest in the prompt implementation of our country's relevant experience in Libya.
