Azerbaijan’s Ministry of Labor and Social Protection of the Population has signed a Memorandum with the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan.
Azerbaijan’s Ministry of Labor and Social Protection of the Population has signed a memorandum of cooperation with the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan.
The memorandum was signed by the Minister - Sahil Babayev and the Chairman of the State Agency -Ulvi Mehdiyev.
At the event, Mr. Babayev made an overview of work done on the implementation of the Decree of the President of the Republic of Azerbaijan “On Additional Measures to Improve Management in the Field of Employment, Labor, Social Protection and Guarantee" dated August 9, 2018. According to the decree, the DOST (Sustainable and Operative Social Security) Agency and DOST centers, which will be established under the subordination of the Ministry, will improve the quality of public social services through the use of modern technologies, innovative solutions, transparent and operative systematic and simplified procedures for these services
Minister emphasized the importance of exchanging experience with “ASAN service” in the field of infrastructure construction, application of information and communication technologies, staff training and legal basis formulation. Mr. Babayev underlined that the "Elderly Volunteers" project will be implemented jointly with “ASAN service” to return pensioners living in social services to the labor market. He stressed the importance of joint activities and active cooperation in relevant fields as well as in the organization of volunteer activities and other areas.
Mr. Mehdiyev noted that the number of appeals to “ASAN service” centers has reached 24 million and that satisfaction level of citizens is between 98-100%. He said that the memorandum will contribute to joint cooperation in the implementation of social projects. The Memorandum envisages the involvement of young people with disabilities into the activities of "ABAD" centers, ensuring the employment of persons with disabilities in "ASAN Life" complexes and exchange of experience with ASAN Volunteer School. The importance of returning people living in social services to the labor market, stimulating their work and cooperation in other areas was also emphasized. Mr. Mehdiyev emphasized that creation of conditions for participation of disabled youth in volunteer activities will be one of the main directions of cooperation.
Memorandum considers the establishment of infrastructure for the DOST Agency and the DOST Centers in the field of infrastructure, personnel training, ICT solutions, e-services in labor, employment and social protection, creation and improvement of information systems and resources, integration through "E-government" portal, and public relations strategy. The memorandum will also involve stimulation of physical and moral volunteerism of people with disabilities, implement joint support measures to improve the welfare of socially vulnerable groups, as well as cooperation in usage of the capabilities of the "ASAN” radio for propaganda and raising awareness.
