Monitorings by the Labor Relations Monitoring Center have been continuing
The mobile monitoring at construction companies relating to “Regulation of unofficial labor relations in construction" by the Center for Monitoring of Labor Relations of the State Agency for Citizens Service and Social Innovations under the President of the Republic of Azerbaijan has been continuing.
Information accepted regarding the construction companies by the state bodies are analyzed and in the case of necessity Mobile monitoring groups of the center implements mobile monitoring to the construction objects.
Until today, 15 mobile monitoring have been conducted by the Labor Relations Monitoring Center. Mobile Monitoring was held on the regulation of non-official labor relations, which covers 15 customers, 9 contractors, 17 subcontractors, 48 juridical and physical persons engaged in the construction of multifunctional residential buildings in Baku.
During the inspection period, it has been observed that 557 of 382 checked employees worked under contract (106 employees with service agreement), while 175 of them were contactless.
In order to take appropriate measures, facts revealed as a result of monitoring were addressed to the Ministry of Labor and Social Protection of Population and the Prosecutor General's Office of the Republic of Azerbaijan.
The involvement of a number of employees (ten and more persons) in the any work (services) without the labor contract in the order envisaged by the Labor Code, will be punished by a fine of seven thousand to ten thousand manats or imprisonment for the term up to three years is expected.
The Labor Monitoring Center warns, considering that mobile monitoring is continuing, labor contracts should be electronically documented, and labor contracting systems should not be involved in the construction site until the contract is in force.
Should note that, the purpose of the monitoring is to protect the labor rights of the citizens in the field of construction, ensure the enjoyment of social security and strengthen the control over the labor relations.
