Assessment of e-services has been continuing

One of the core activity directions of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan is escalation of the process of organization of e-services, mutual integration of systems and data resources of the state agencies.One of the core activity directions of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan is escalation of the process of organization of e-services, mutual integration of systems and data resources of the state agencies. The State Agency is engaged in the field of organization of e-services at the state agencies and assessment of the process, identification of the level of provision of human resources and required IT for the carrying out the services, digitalization of databases and exploration of the level of provision of mutual integration of systems. For this purpose, the Agency has been carrying out for more than 3 years the provision of electronic services and their assessment. All the electronic services carried out by the central executive authorities have been assessed, also, the final reports for 2013 and 2014 have been prepared. Assessment of e-services are conducted though the criteria as “The level of electronization and of connectedness”, “Openness and access to information (input) levels” and “Level of user-comfortability”. Each criterion is identified according to the parameters, through what the process of assessment of  a state body is conducted by a working group  and assessed according to the criteria. As a conclusion of the assessment conducted by the Agency, there are concrete proposals regarding the organization of better services on the reference issued by each state entities. The practice shows, that service operators implement the suggestions in their activities, because it causes positive changes related to the organization of services. Thus, the number of the e-services presented to citizens by the central executive bodies constantly grows and "List of Electronic Services"approved by the Cabinet of Ministers according to the Resolution No. 235 dated October 17, 2012. Measures regarding the assessment of e-services are being continued currently. 455 e-services of 39 state entities have been assessed within the current year. The final report on the evaluation of e-services will be demonstrated to the public in early 2016.
