The Deputy Minister of Foreign Affairs, Rector of “ADA” University, Hafiz Pashayev mentioned, that “ADA” University has formed good relations with “ASAN service”. He stressed: “Introduction of such a project at our university is not accidental. The role of “ADA” University in future success of this mechanism is expected”.
It was mentioned, that works in the field of “E-government” in our country is being expanded rapidly and contribution of “ASAN service” centers in this direction is obvious. The formation of the assessment mechanism on “ASAN service” index is a great and commendable achievement.
The Chairman of the State Agency, Inam Karimov said, that the assessment mechanism on “ASAN service” index will function since November, and the results of the assessment will be declared in the middle of 2017 year. I. Karimov mentioned, that this mechanism is a joint project of the State Agency and “ADA” University: “The aim of mechanism is ensuring the quality and efficiency of public services. Assessment mechanism on “ASAN service index” has been worked out taking into account only practical, but based on scientific basis.
The Electronic Register of Public Services was created and commissioned according to the Decree No. 262 dated September 11, 2014, by the President of the Republic of Azerbaijan “Measures on establishment of Electronic Registry of Public Services” for collection and systematization of information on public services, elimination of repetition in service delivery and provision of flexibility management in this area through the creation of new types of services, in order to increase the capacity of analysis and forecasting for services. At present, all the information about 594 public service, provided by 118 public bodies, is reflected in all the registry. Moreover, not only the central and local executive authorities, but also legal persons state-owned or shares (stocks), which belongs to the state control, legal persons established on behalf of the state to public, will be reflected in the budget of the services of the Electronic Registry on Public Services and citizens will have access to all public services from a single source.
Should note, that assessment mechanism on “ASAN service index” stands for measurement of the level of professionalism of those who are in charge of public services and its development, ensuring transparency in the provision of public services, monitoring of public services and development of mechanisms for complaint, improvement of the quality and efficiency of public services.
