Results of "ASAN service index" have been announced

On October 8, 2018 State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan and ADA University jointly organized an event reporting the results of “ASAN service index” evaluation for 2017-2018.

Opening the event, Vice-rector of ADA University - Fariz Ismailzade noted that cooperation between ADA University and State Agency in the area of public service evaluation will be continued.

Azad Jafarli, Head of Apparatus gave an information about the Decree No 262 of the President of the Republic of Azerbaijan "On Measures for the Establishment of the Electronic Registry of Public Services" dated September 11, 2014.

It was noted that jointly with ADA University experts, there have been studied international experience, and development of a mechanism to apply ICT for the evaluation process has been envisaged.

Ravan Samadov, Head of Legal Support Department of the State Agency, made a presentation on the results of “ASAN service index” evaluation for 2017-2018. It was noted that within the pilot project, overall 634 services were evaluated – 353 services rendered by 30 central executive powers, 234 services rendered by 13 local executive powers in Baku, and 47 utility services rendered by 4 legal entities.

The “ASAN service index” created within the Electronic Registry of Public Services has been implemented in electronic form, and references for the state entities has been done through the reporting module of the system.At the same time, the "ASAN service index" has been placed in the Electronic Registry and publicized through the Public Service Portal.

The main purpose of the evaluation is to collect and systematize information about public services in a single source, eliminate duplication in the provision of services, and provide flexibility in management in this area by creating new types of services, and improve their quality and forecasting capabilities.
