Activities of “ASAN service” in the French press

The special edition of “La Lettre Diplomatique” ("Diplomatic Letter") magazine, published in France, is dedicated to Azerbaijan.

The article titled "Innovative and modern public services contribute to international cooperation" by Ulvi Mehdiyev, Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan, was also published in the edition.

The article provides information on the history, activity directions and services of “ASAN service” centers created as part of the reforms carried out by the President Ilham Aliyev. Sharing experience of “ASAN service”, importance of Memorandums of Understanding signed with a number of countries, including Italy, France, Afghanistan, Indonesia, Korea, Morocco, and Montenegro was emphasized.

It was drawn to attention that “ASAN service” received United Nations Public Service Award 2015.

It was also noted that operational since 2017 “ASAN Visa” has been providing electronic visas to tourists travelling to Azerbaijan.

On 14 March, 2017 a Memorandum of Understanding was signed between the French State Secretariat for Public Reforms and Simplification and the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan on creation of progressive mechanisms for rendering public services. Emphasizing the importance of memorandum for the improvement of bilateral relations between Azerbaijan and France, author mentions a number of visits of French officials to Azerbaijan to study “ASAN service” experience. It was noted that during 2015-2017 Jean-Baptiste Lemoyne, Secretary of State to the Minister for Europe and Foreign Affairs, Mr. Jean-Vincent Placé, the Secretary of State Secretariat for Public Reforms and Simplification and Mr. André Vallini, State Secretary for Regional Reforms of the Ministry of Decentralization and Public Service of the French Republic got acquainted with activities of “ASAN service” centers.

At the same time, it was noted that the State Agency expands its cooperation with international organizations and African countries. The Memorandum of Understanding signed on November 10, 2017 with ISESCO will enable the application of “ASAN service” experience in member countries in the near future.

In order to expand international cooperation, the State Agency has actively participated in conferences and seminars held in Morocco, Belgium, Turkey, America, Singapore and other countries.

Delegations led by officials from several countries, including Egypt, Sudan, Algeria, Uganda, Djibouti, Rwanda, Senegal, and South African Republic, have visited Azerbaijan to study “ASAN service” experience.
